REQUEST FOR PROPOSAL FOR DEVELOPING SHIPBUILDING FACILITIES USING 42.8 ACRES LAND WITH WATER FRONT AT JOYMONI GHOL OF MONGLA BAGERHAT

1. Khulna Shipyard Ltd. (KSY) is a government owned shipyard in Bangladesh running under the management of Bangladesh Navy. At present KSY has the capability of building ships upto around 2200 ton displacement (700 ton light weight) KSY intends to develop a much higher shipbuilding capabilities of upto 10000 ton displacement in order to capture the share of increasing market in Bangladesh and world wide. For that KSY has recently acquired a well situated land area of 42.8 acres (173179.072 sq-m) suitable for developing as a modern shipyard. KSY is now looking for Financers /Developers /Entrepreneur who are interested to develop this newly acquired land into a modern shipyard, jointly or independently, under suitable terms and condition (Like BOT, i.e. Build Operate and Transfer).
2. Description of the Land. The total land area is 42.8 acres (173179.072 sq-m). It is situated in Joymanighol of Bagherhat district which is only 14 km from Mongla International Sea Port and about 45 km from Khulna (an well developed industrial city). The land is a plain land and free from any obstruction/structure. The two sides of the land are surrounded by two rivers named Poshur and Chechang gang. The depth of water front is around 12-15 meter, which is free from acute silt. As such the land along with its water front is suitable for building slipway and other docking and undocking arrangements. The land is surrounded by localities and connected to other places by road link.
3. Intended Use and Scope. The land should be used for developing it as a modern shipbuilding and repair facilities capable of building various length of ships upto 10000 ton displacement.
4. Nature and Mode of Investment. Nature and mode of investment will be determined through negotiations and mutual agreement. However, preliminary factors/accepts are outlined below.
a. Approval of Government. Foreign investors have to have approval /clearance/ permission of Bangladesh Government regarding any commercial agreement with any institute in Bangladesh.
b. BOT. Foreign investors may consider the BOT (Build Operate and transfer) method for their proposal. The interested foreign investors may develop the said land into a modern ship building industry. The shipyard will be operated by the investors for certain period (20-25 years) and finally they will hand over the shipyard to KSY.
c. Modern Technology. Whatever may be the nature or mode of agreement, the investors have to bring the modern and upgraded technology for shipbuilding and construction of the shipyard.
e. Experience. The interested investing companies should have considerable experience in shipbuilding and shipyard construction.
3. On the basis of above information you are requested to submit a detailed proposal by ..................August 2011. The proposal should include the following:
a. Outline of proposal.
b. Outline of the Financial involvement.
c. Experience in similar projects and description of such projects.
d. Company profile.
e. List of Availability of qualified and professional personnel.
f. Adequate recourses to carry out the assignment.

5. Visit of Investors. The investor’s representatives may visit KSY and the said land at any suitable time prior submitting proposal to KSY.
